Responsibilities

  1. Asset Management

Maintenance of the school's state-owned properties is an important task that follows the central regulations for the professional management of public properties and assets. The scope of these properties includes the school's land, land improvements, building structures and equipment, machinery and equipment with a value exceeding NT$10,000 and a service life of more than two years, transportation and transit equipment, as well as classified books in the library collection.

Faculty dormitory management involves the administration and oversight of residential facilities specifically designated for teachers and faculty members within an educational institution. It focuses on providing comfortable and convenient living arrangements for faculty members to support their work and well-being.

Key aspects of faculty dormitory management include:

  • Room Assignments: Allocating suitable rooms to faculty members based on their preferences, needs, and availability.
  • Check-in and Check-out Procedures: Managing the process of faculty members moving in and out of the dormitory, including documentation, key distribution, and inventory checks.
  • Facility Maintenance: Ensuring regular maintenance and upkeep of the dormitory facilities, including cleaning, repairs, and addressing any maintenance issues promptly.

Responsible for the selection and evaluation of vendors, contract negotiation and renewal, and overall management of the cafeteria area to meet the basic needs of daily life and dining for the faculty and staff of the university.

  1. Promote campus life and encourage private participation in public infrastructure construction projects related to teaching and learning facilities (such as Build-Operate-Transfer or Build-Operate-Transfer models).

1. What is the definition of property and goods/item?

Property refers to machinery and equipment, transportation and transit equipment, as well as other specific equipment with a value of ten thousand yuan or more (inclusive) and a service life of two years or more.

Goods/Item refers to goods or items that are durable, not easily perishable, with a unit price of two thousand yuan or more but less than ten thousand yuan, and a service life of two years or more.

Goods with a value below two thousand yuan are treated as consumables and managed independently by each unit.

2. Where can I find information about the useful life of property?

You can find information about the service life of a property in the following ways:

Check the service life on the property label: The property label may contain information about the service life of the item.

Access the property management system online: You can log in to the property management system online to inquire about the basic information of the property, including the service life.

Contact the responsible personnel: You can contact the personnel in charge by calling extension 2441 or 2442. Provide them with the property number and serial number, and they will be able to assist you in retrieving the information you need.

3. What responsibilities does a property user (custodian) have?

The property user (custodian) is the individual who actually uses the property within an organization and is responsible for its physical custody. They should constantly check the quantity of the property and pay attention to its usage and maintenance. Additionally, an annual property inventory should be conducted in coordination with them.

However, individuals such as dedicated assistants, part-time employees, and certain temporary workers are not allowed to serve as property users (custodians).

4. When a faculty member leaves their position, how should the property be handled?

If the faculty member is in possession of any property, including non-consumable items, it is important to first complete the "Property Handover" process. If they have been using a staff dormitory, it is necessary to complete the "Handover of Staff Dormitory" procedure as well.

After the property and dormitory handover processes have been completed, the "Resignation Procedures" should be carried out, and the relevant department will verify and endorse the aforementioned matters once they have been confirmed to be accurate.

When an employee leaves their position, they should comply with the "Regulations on the Handover of Public Servants" and return any property they have been entrusted with or using. If there are any shortages that have not been compensated for, the issuance of a certificate of departure may be withheld, and the responsible party may be held accountable for the compensation.

5. The reason for conducting an annual inventory is as follows:

According to the regulations outlined in the "National Public Property Management Manual" points 41 and 42, as well as point 21 of the "Item Management Manual," the heads of government agencies may dispatch personnel to conduct random checks or inventories of agency property as necessary. The property management unit and the user unit should carry out at least one inventory per fiscal year and maintain a record of the inventory.

Conducting a property inventory helps the organization regularly assess the condition of its assets and enables both the property management unit and the users to have a clearer understanding of the property under their responsibility.

6. Procedure for returning waste items and important considerations:

Waste Item Return Schedule: Every Wednesday, from 9:00 AM to 12:00 PM and 2:00 PM to 5:00 PM.

Waste Item Return Location: Basement of the Student Center.

For large-sized or excessive quantities of scrapped items that require transportation assistance, please contact the General Affairs Office (Mr. Chang, ext. 2455) to request transportation. Afterward, inform the Property Management Section of the scheduled collection date and time. Please note that the requesting unit is responsible for arranging personnel to handle the loading and unloading of the items.

If you plan to transport the scrapped items to the basement of the Student Center on your own, please contact the Property Management Section (Ms. Chen, ext. 2441) to schedule a collection time.

When installing new equipment and the waste items need to be transported by the vendor, please inform the Property Management Section one day in advance. On the day of transportation, contact the Property Management Section after the waste items have been loaded onto the vehicle.

For materials such as wood, plastic, carpets, curtains, etc., please seek assistance from the vendor for proper disposal. Unrecorded items should be handled by the unit themselves.

In accordance with the Ministry of Education's physical inspection requirements and information security implementation, data on computers and other information devices should be securely erased to prevent data leakage.

Make sure to thoroughly erase and certify the clearance of data from computers and other information devices that can store data.
